Much talked about State Development Council (SDC) would come into existence for the first time in Jharkhand. Framed in the lines of the Centre's NITI Ayog, the SDC will be chaired by the Chief Minister and have a fleet of members from different walks of life.
The Chief Minister would nominate an eminent personality having vast experience in the field of industry, management, administration, economy or social sector as fulltime deputy chairperson of the Council. This apart, Cabinet Ministers, all the Members of Parliament from the State would chip in as members while 20 per cent of the MLAs of the House would contribute for one-year tenure and would be replaced next year with another group of 20 per cent. The Speaker would nominate the MLAs for the council.
"The SDC would also have five chairpersons of district councils on rotation basis for one year who would be nominated by the Panchayati Raj Department. Similarly, five chairpersons of municipal corporations would also serve for one year in the SDC and would be nominated by the Urban Development Department," said Cabinet Secretary NN Pandey on Tuesday.
This apart, the Chief Secretary, the Development Commissioner and all the Secretaries of the different departments would be the members of the Council. Secretary of Planning-cum-Finance Department would act as Member Secretary of the SDC.
Explaining the purpose the group of elected and administrative individuals would serve, NN Pandey said that the SDC would propose long-term plan for overall development of the State.
